Legal Question in Traffic Law in Pennsylvania

parking ticket question

Hi, thank you for your time. In all the other towns around me, when you get a parking ticket, you get a notice/ request for payment from the city/town.., but in Coatesville, Pa, they don't. Is that legal? Also, I live on a state route(business route 30), someone told me that they have no right having parking meters on the route..(city charging toll) They only use 1 hour meters, Is that legal. I have offered to pay for all day( give to meter person, or let them watch)(offered to pay for month) but they refuse accepting payments.., but all business to tie up and reserve meter for all day or a couple days, don't see why I can't do that.? Also, coatesville city no longer puts which meter on ticket.., is that leagl? ( they just say 100 block)

You have several questions. Is it legal to have a meter on a state highway? Yes, if PennDOT has approved them. One hour meters? They're legal. Any amount of time is legal.

Here's the deal, though. Meters have to be certified by the Dept. of Agriculture, Bureau of Weights and Measures or, if your county has one, the county weights and measures department. They have to put a sticker on the meter saying when it was certified. The meter has to be certified once every 3 years.

As far as the "100 block" notation rather than the meter itself, that would seem to not be sufficient, as there would then be no way of proving whether the particular meter you were at was certified, whether it was broken, etc.
