i heard that if a local police officer stops you to give you a citation for speeding, and is not wearing his hat you can get out of the ticket. (please give me a place where i can print this code out for court) thank-you

No, if the police officer isn't wearing his hat, you get is a free doughnut.
If he isn't wearing pants, you win the lottery.
