Legal Question in Traffic Law in Pennsylvania
i was pulled over for not wearing a seat belt. that was the only violation i was pulled over for. i recieved a fine for ten dollars that will also cost me over $100 in fees and my car insurance will go up. in pennsylvaina it is only secondary to be cited for not wearing a seat belt. can i fight this and win

You answered your own question. Its secondary. Can't be pulled over for that reason. Can't be cited for that alone.
