what should someone do if i receive my notice of trial and didn't have the option to mail-in a plea because it was already detached?

You should go to the local District Justice Office where the trial is supposed to be and explain your situation to one of the workers behind the counter. If you want to plead guilty, and we're talking about a traffic offense, they should allow you to sign the correct papers. If you want to plead not guilty, you will still have to usually pay the amount of the ticket up front, but some courts allow you to do this in installments.
If the notice of trial was for something more serious, or it is a civil case, you should consult with an attorney.
