Legal Question in Traffic Law in Pennsylvania

I heard there is a law regarding; an officer must be in the right of way, when using radar, to enforce a speeding violation. The one who got me was parked in someones driveway.

Re: speeding ticket
Only the State Police in PA can use RADAR. Local police must use VASCAR. Most officers will plead a sppeding ticket down to a no point lower fine violation if you come with a lawyer. I offer free consultations.
