may an alternate executor of an will sign as a witness to a will in PA if they are not listed as bebeficiary and the person who had the will has passed away

Once the person whose will it is has died, it's too late to sign as a witness. Witnesses to wills have to "witness" and sign at the same time as the person making the will.
