Where would I apply for a letter of administration to make me able to sign for my deceased mothers medical records.

Go to the Register of Wills in the county where she resided. File a Petition for Probate. Before you go to that expense though what is the purpose of getting her medical records? Are you contemplating a medical malpractice case? If so, you probably should first consult with a lawyer who handles medical malpractice cases.

You keep posting the same question. You have been given the answer several times by me but you obviously keep asking in the hopes that you will hear the answer you want to hear. Now Attorney Bellisario has told you the same thing.

If your mother lived in PA then go to the Orphans' Court and talk to the register of wills in the county where your mother resided at the time of her death. If your mother lived in another state, the probate court may be called by a different name and the register of wills would simply be the clerk or possibly the surrogate.

What is the big deal over these medical records? Do you want them for your peace of mind or do you think there was medical or other negligence involved? If the latter, then you need to see a personal injury attorney about a wrongful death/survival action and the medical records may need reviewed by a professional expert of some kind. However, the personal injury attorney should be advising and helping you become the administrator of the estate and obtaining the medical records as the attorney should have a HIPAA release.
