Can I create a legal Power of Attorney without having to pay for a form?

Sure you can but I wouldn't. Are you want the 2 signatures that will be the required done for free too?

You want save $200 fine, but if it is defective your agent rips you off or does something you don't agree with that 200 will be a small part of the legal fees required to fix your "free" POA.
