Legal Question in Wills and Trusts in Pennsylvania
Can a document be created to provide "power of attorney" from a trustee to a person in PA to handle a trust (house) in PA if they cant not handle or speak the language? This would be signed by both an attorney in the united states and in Germany.

Your question is confusing. Can the trustee and the PA person communicate effectively with one another? Is the property owned or managed by the trustee as part of the assets in a trust? Is the trustee in Germany?
The documents creating a power of attorney are signed by the person giving authority to someone else to do or not do acts on the person giving the power of attorney, and also signed by the agent being appointed. Neither of those people need to be a lawyer. The signatures are notarized.
Unless the document creating the trust permits the trustee to delegate some of his/her actions through a power of attorney, probably the power of attorney should not be given by the trustee.
