early dispersement of funds

Part of my father's estate is a property in Florida. My brother & sister who are the executors allowed the homeowners insurance to lapse, and the property sustained significant damage in a recent hurricane. Now they are trying to do an ''early dispersement'' of the other funds, while trying to figure out the best solution for the property. My question has two parts. Can you confirm that as executors they are ultimately responsible for lapsed insurance? And can you define ''early dispersement'' of funds, and how it will affect my right to force a formal accounting and my share of lost value?

I Think you definitely need counsel. There are a number of issues involved. What are the terms of the will? What were the other assets?
