Estate settlement

My mother passed away 1/4/09 without a will. Her husband (my stepfather) passed away 4/3/09 also without a will.

What happens to all of the debt in my mother's name only, debt in both names, and debt in my stepfather's name only?

The debts are the problems of their respective estates. They are NOT the heirs' problem. If the debts exceed the value of the assets then the estate is insolvent. Meaning some creditors don't get paid and there is nothing to inherit.
