When does the poa legally have to inform someone that they are executor in Pa.?

Be tough for a Power of Attorney notify anyone as its a document. The agent does NOT become the executor on the death of the principal. The POA becomes void upon the Principal's death.
The way interested parties are notified that an estate has been created is by submitting the will for probate in orphan's court or if there is no will filling for letters of administration.
