Legal Question in Wills and Trusts in Pennsylvania

I have an exreamly dishonest ex-wife.we have a disabled adult daughter,26 who lives with her mother and recieves a total of approx.$ 20,000 a yr for her through soc.sec. and a large part of my pension. i know for certain if i make our older daughter my executor,and responsible for dolling out needed money for her younger sister, her mother will manipulate our older daughter into giving her all monies for the younger so she can go and get the inground pool she`s been wanting,and or a new car and or a lifetime vacation............

how can i prevent this ?

Set up a trust (probably a special needs trust) and make someone other than either of your daughters be the trustee, like a bank. They will charge a fee for it, but they will not be manipulated. Or name a friend who is willing to serve as trustee.
