Legal Question in Wills and Trusts in Pennsylvania

My father passed, no will in probate

What exactly does this mean? I called the county recorder and she said there was no will in probate. He passed on 3/16/08. Where do I go from here?

It means no one has filled his will or if he had no will filled for letters of administration.
