We would like to give a donation ($1000) to our local community food bank. However, we had an Idea of buying 10 $100 gas cards and conducting a raffle to raise even more money for the food bank.
Are there any legal problems with this idea?

Yes, there are problems with conducting raffles.
Just make your donation, the food bank could probably make better use of it that the gas cards or a raffle.
