Does a grandchild have the right to view their grandparents medical history?

It depends. Absent a healthcare power of attorney or some other kind of document, the answer is no. If the grandchild does have the document and the document provides that the agent under the healthcare power of attorney can access the records, then yes. A guardian of the person (might be called a conservator in some places) would also have such power.
