grandmother died in august 2008
owns house wooth 16,000 dose account need to probate do not want to sell just live in pay off taxes and water bill

This response is limited to Pennsylvania questions.
If your grandmother resided in PA at the time of her death, an estate should be probated in PA. There is no other way of transferring interests in any of her property. The estate would be probated in the Office of the Register of Wills for the County where she resided.
The person beginning the probate must bring along the original death certificate, a list of names and addresses of all of your grandmother's legal heirs, and if there is a Will, the original Will, and also list all of the beneficiaries under the Will.
You and your family probably should consult with an estates lawyer in the County where the estate will be probated to assist in the administration of the estate.

You will need to probate the Estate to take title to the house.
