If my grandparents left my mother their home when they died and then she added her sisters as part owner, but the sisters pay no taxes or pay for any upkeep, or when they don't pay for anything when it breaks such as pipes, water hearters, the roof; but want money because my mother rents out rooms in the house just to be able to afford the upkeep, taxes, and home insurance, are they entiled to be paid rent every month?

Why did your mother add her sisters to the deed? This was a huge mistake. Your mother is going to need a real estate lawyer who specializes in partition actions. The land should be owned by one person, not many for just the very reason you describe. The best way is for your mother to buy out their shares, minus any amounts that they owe to your mother for upkeep and maintenance, taxes and so forth.

In answer to your question, yes, your mother has to account for the rent. However, she shouled deduct from the sisters' share of the rent their share of the maintenance, taxes, insurance and any other expenses associated with the land.
