If an heir does not respond that they inheritated some of my mother's estate what happens to his share of the money.

Who are you? The executor? Its the executor's job to give notice to the heirs. If the executor cannot find an heir then the executor can try to locate using a missing heir service If the heir cannot be found then the executor will have to follow the process for dead/missing heirs.
