You do not ask a lawyer in Pennsylvania unless the lawyer happens to be licensed in Puerto Rico. While such may exist, it may be difficult to find. You will need to speak to a lawyer in Puerto Rico who specializes in probate and estates. Inheritance laws may vary and I would not want to even hazard a guess what those might be in Puerto Rico.
You also provide no details. When did your mother die? Where did she live at the time of her death? Just because she owned land in Puerto Rico does not make it a given that she lived there. Did she have a will? If so, who is the named executor? If not, did she have a husband who survived her? Did she have any other children besides yourself?
You need to gather this information before you talk to any probate attorney. If your mother lived elsewhere her estate will need to be probated in the place where she lived and an ancillary estate will need probated for the Puerto Rico property. If your mother lived in Puerto Rico there will only be one estate.
As I said, I don't know how it works in Puerto Rico, but I assume the overall process is similar to the US. A personal representative petitions the court to be appointed, and the personal representative must figure out what your mother owned and owed, pay off any debts and then distribute what is left to the beneficiaries named in the will or heirs under the state intestacy laws.
