jointly titled vehicle

If my father and mother held joint title to a vehicle and my mother has died, what does my father need to do in order to sell or transfer that vehicle in PA?

She needs to have a certified copy of the death certificate along with the current title and visit DMV.

Its not like this is something unusual so they should be able to handle it.
