Can a landlord become executor to their deceased tenants estate?

Yes, possibly. But why would the landlord want to do that?

Where there is no will, preference is given to those entitled under the intestate law. If there are no relatives, then the principal creditors of the decedent at the time of his death, followed by any other fit person.

Handling an estate is a headache. Unless the landlord would be entitled to recover anything substantial, then the landlord should not serve.
