Legal Question in Wills and Trusts in Pennsylvania

notification rules

my father recently died and left his estate to my mother. The will said should she predecease him then the 2 children would receive the majority of the estate and a grandchild would receive 25000. Since my mother is the outright beneficiary, do the other 2 need to be notified??
