in Pennsylvania do you need a lawyer to close a deceased mothers checking account or CD?

You don't necessarily need a lawyer, but you do have to administer mother's estate. A bank or other financial institution will be looking for a certificate of the Register of Wills for the county where she resided, to show who is authorized to act with respect to assets of the estate.
