Power of attorney

How do you go about changing who has power of attorney.

Currently the son has POA and the mother wants to change the POA over from him to her daughter.

The answer is usually in a termination clause on the current power of attorney. I expect that the current power of attorney should be revoked in writing and a second one substituted. The current attorney should be notified of the revocation and should be asked about any uses to which the power was put.
