what are my rights and my children's?

My brother admitted changing my fathers will with the attorney right after my father died 18 months ago. Do we have a right to contest and bring charges for this if necessary?

It may be too late. You have only a brief period after the Will was filed and you have received notice from the personal representative. You might call the office of the Register of Wills to find out the status of the estate, if one was filed.
