my sister is taking my parents house we told her to make it legally hers first before she did any remodeling of course she didn't did she have any legal right to do anything to this property before it is hers.now she is in a dispute with a contractor . i think it would be illegal for her to sue him when its not her property.

Its not illegal. There is no crime here. First, how did your sister "take" your parents' home? Did she and the other children inherit it? If so, she may be at least a part owner of the property.
And if she was part owner, she did have a right to engage in activity at the home, although the other owners of the property would have had an equal right to stop her. Further, all of the owners should, in theory, have signed any agreement with a contractor, but people don't always follow the rules and that may be a problem for the contractor.
Without knowing any more information, I cannot give you advice about your circumstances. However, if you do not own the property or have an ownership interest therein, then you don't have a dog in this fight. If the contractor screwed up, then your sister could indeed sue him for breach of the contract regardless of whether or not she owned the property.
