Sister will not sign off on the Accounting of an inheritance, but she is not disbuting it.

I am not sure what your question is. Why does your sister have to sign off? The court has to confirm the account. If your sister does not file objections to the account, then any objections are waived and, in all likelihood, its going to be approved by the court if everything else is correct.
