If a spouse dies is the living spouse responsible for inheritance tax?

Actually the estate is responsible for inheritance taxes. If the death was in 2010 there is no federal estate tax. In Pennsylvania if one spouse inherits from another the inheritance tax rate is 0%. So there shouldn't be any inheritance tax to pay.
