In the State of Pennsylvania, if an individual who is to receive an inheritance dies prior to that individual who put them in the will, does that inheritance go to the individuals surviving children?

It depends on what the will says. If the will specifies that person A is to get an inheritance, but if person A dies before the testator (person making the will), then the will may provide for someone else to receive the inheritance. If, however, the will is silent, then in such case A's share of any inheritance will go to A's children as per state law if this is a Pennsylvania will.

So I would read the will.
