Is there any type of statute or law in Pennsylvania that the executor cannot live in the descendents home without paying rent?

Its not a statute of limitations question. Why is the executor doing this? If there is an executor, it means there is a will. In such case, what does the will say about who gets the home? The executor's job is to protect assets, pay estate debts and then turn over the assets to beneficiaries, not live rent free in the dead person's home.

And most estates, barring complications, are wrapped up in 1-2 years.

You don't indicate when the person died or how you are connected with this or how long this has been allowed to go on.

I would suggest that if you are a beneficiary that you immediately consult with a probate attorney who practices in the county/state where the estate of the deceased is pending.
