my wife is disabled how do i get power of attorney? she has brain damage and does not know what that is

Find a lawyer that practices in Orphan's Court in your county. They will assist you.

If your wife is brain damaged, then you cannot get a power of attorney. Your wife needs to be mentally competent and must give you power of attorney.
If your wife was competent, I would suggest that she see an attorney to properly draft one for her. Since she is not mentally competent, the only thing you can do is obtain guardianship. Again, you will need to see a lawyer for this to make sure that this is done properly.
