A penatly petition is filed for city's failure to reinstate benefits and settled via stipualation - if the claimant dies before signing the stipulation, is his estate entitled to the agreed upon penalty or is the entitlement extinguished on his death? Thanks!

I believe that his estate would be entitled to the penalty.
