Legal Question in Workers Comp in Pennsylvania

Are all employees covered by worker's compensation?

Under Pennsylvania Law (Act 44), we were assuming ALL employees must be covered by worker's compensation insurance. However, it has been brought to my attention that that is not true. I have been told that Federal and Railroad employees are not covered by worker's compensation. I have never heard this before and would just like to know if this is the case or not? If they are not coverd by WC, what does protect them?
