final determination

is it reasonable for the presiding judge to go to a final determination in a workers compensation case without scheduling a defendants hearing on the matter

It's difficult to answer this without knowing the circumstances. If this was for a closed period of disability or for medical benefits and tehre was no question that the injury was work-related and no conflicting medical evidence, then it may be reasonable.
