do you have to carry workers comp ins. if a business is family run and there is no pay roll for a upstart business

It depends on the nature of the business. Workers' Compensation insurance is very inexpensive at present for office type work and you may want to provide it for your family members regardless of the expense if you are starting any type of business with a high risk of injury.
