can an employer hold my reimbursement and make it part of my last pay check?

Yes, your employer may hold reimbursements until you liquidate them or show proof that they are already accounted for. In fact, they can deduct it from your last pay check. In some cases, when the deductions were not made from your pay check, they can require you to account for them or they may refuse to give you clearance. Hope this helps.
