Who have the better right over a land, the one who cares and tills it for almost 50 years where land title is not that important before or the one who process the title just 2 years ago?

Cultivation of the land for a long period of time is a ground to oppose any application for titling of the same land. However, once the titling process started and the prior occupant cultivating the land failed to register his opposition, he loses his rights over the now titled land.
