What is the obligation of the sublessor in case of flooding which caused damage to the computers and order of stoppage of work by the sublessee upon recommendation of the sublessor to avoid electrocution of the employees since 100% of their work requires computer usage?

none... no liability of whatever nature unless their lease agreement provides and spells out the liability arising from the same occurence.
