Your brother has to file a counter suit against the girl so he can neutralize the effect of this RA 9262.With all the scandal she created as you claimed you can file a case against the said girl. Meanwhile, your brother has to face the charges in court for RA 9262 and defend himself. The better person who can help you on this is the lawyer of your brother. Better coordinate with him in this regard.
