Legal Question in Civil Rights Law in Philippines

Hi there! i'm Jackie. i'm apllying a new passport under my husband's surname, but they required me to submit the old one which is in the hand of my former agency. I'm their talent from 2003-2005, and i think i finished my contract to them. so it means the old passport was invalid. the problem is, they don't want to full-out my passport, im trying to get it and talk to the head of agency but she's not talking to me and she said i cant get it. Do i have the rights to take some legal action? if yes, what should i do? thanks

You can refer the matter to the POEA by way of filing an administrative complaint against the agency. Withholding your passport is illegal.
