Why can't we file a case against the government without its consent? and if we file a case, why does the government always win?

THAT IS A CONSTITUTIONAL PROVISION THAT A STATE CANNOT BE SUED WITHOUT ITS CONSENT. A STATE HAS AN IMMUNITY AND TO SPEND MUCH TIME ON THIS WOULD BE COSTLY.
