Legal Question in Credit and Debt Law in Philippines

I am Carlos Raneses, a resident and citizen of the Philippines.

my sister Darlina, left me as her benefactor for her 401k & life insurance.

she passed away last October and we are filing claims for her estate. we already got the check for her life insurance, but her 401k we are having problems with.

I just received a letter from Fidelity Investments saying they cannot process my

request because I do not have a social security number or a valid ITIN.

I have no idea how to get a social security number or ITIN while i am here in the Philippines.

my eldest daughter has a social security number, i know that her social won't be valid, but she's

the only one in my family who has.

we are very clueless on what to do.

thank you.
