how can i file a estafa case to person who borrowed 1,000,000 php to me and give me a bouncing check what are the proedures to file a case

You have to hire a lawyer to handle this for you. The procedure is technical. You will execute a complaint-affidavit and the same will have to be filed before the City Prosecutor.Other requirements are technical.
