Legal Question in Criminal Law in Philippines
Suppose a police officer caught a terrorist. That terrorist planted a bomb which will blow-off within 2 hours to one major city. The police officer had a hard time interrogating the terrorist and the last idea he has in mind is to torture the terrorist but the officer is afraid to violate Human Rights by torturing the terrorist. In the end the bomb blew off killing thousands of people. Will the police officer be charged of dereliction of duty?
