Legal Question in Education Law in Philippines
If a student terminates their course at a college in order to enroll at a different university from scratch (freshman).
Is the college allowed to withhold the documents necessary to enroll at the University e.g Transcript of record, Certificate of Good Moral Standing, Department of Education record.
As these have been refused by STI Global in Manila meaning that any other University will reject enrollment due to these being required documents necessary to enroll.
What can we do to have these documents expedited ?

Perhaps you have an unpaid account thus they are withholding your papers. Why don't you settle it first.
