how to ask financial support

how can a child of ofw ask for financial assistance ,if the ofw neglected the children from his obligation

The problem with child support is that it is a personal action. Thus, it is important that the repsondent father is in the country.

If the OFW father is engaged in a contract approved by the POEA, why don't you file an administrative case against the father so that when he returns he cannot renew his contract unless he settle the issue with the family. Consider also the allotment if the father is a seaman.
