Legal Question in Family Law in Philippines

A friend of mine, a Filipino, was married to a guy from Sweden. They got divorced/annulled some 2 years ago. They had bought a condo in Thailand while married with some money they had won in a lottery. However, he has gone back to Sweden, and she wants her share of the condo...it was bought in his name. She now lives back home in Philippines. Does she need a lawyer in Sweden to handle this....or the Philippines? or what should she do next. She cannot contact her ex. thank you.
