My husband signed the birth certificate of his daughter to his other woman as the father, can i file a complain to remove the surname of my husband to the child?

No. the child can use his surname due to the acknowledgment of paternity. But you can sue your husband for violation of RA 9262. His marital infidelity constitute psychological violence under the said law while you can sue the paramour for adultery. But you have to file the complaint against both your husband and his paramour.
