Legal Question in Family Law in Philippines

I am a Philippine Citizen and I have a daughter, she was born last year. Her father is a US Citizen, that told me he was going to get divorce. The child was unexpected but I could not give up the life that was part of me, I love her very much and I will do anything to raise my child the best that I can. The father agreed but suddenly stopped our relationship �cold turkey� as it became apparent that he had no intentions of getting a divorce. He did indicated he would do several things, to include securing the Childs US Citizenship, acquire her US Passport and provide adequate child support. He forced me to do DNA testing although very disrespected I agreed in the best interest for my daughter, the results were positive he is the father. He signed the birth certificate but did not follow through with securing a US Citizens Birth Abroad from the US Embassy. I am living and working abroard, very hard to support her. If I she had her US Passport it would make travel with me so much easier. I only want what my daughter would be entitled to and I have no idea how to go about it could you please see my questions below and advise me the best way to achieve what my daughter should rightfully have. Is it possible to secure US citizenship and passport for my daughter even though her US father will not make the effort? If so how? Is my child eligible for child support? If so how can I seek it legally? I would like to file a case against him about child support. Is it possible to do it online? If not what are the procedure? He is giving my baby $120 a month. He is earning like $6,800 a month. I want to go to Tennessee to I can file a case against him. But I don't know how. Please help!
